Queen of Swords
She focuses on the transformation phase, mainly thought related. She could also signify a difficult situation is at hand.
Unlike the King, the Queen of Swords is seated facing away from the cliff. She is somewhat bothered by what's happening below. She is deep in thought, possibly feeling a sense of burden by the King's actions/decisions.
